(the) Strategic Arms Reduction Talks
talks between the US and the USSR to reduce the number of their nuclear weapons. Reductions were made after President Reagan and the Soviet leader Mikhail Gorbachev signed the ↑INF Treaty in 1987 and President Bush and Gorbachev signed the START Treaty in 1991. START 11 is an agreement made by the US and Russia to halve stocks of nuclear weapons by 2007.
